Turnout Increases of 4.3 Percent Likely Under Current Proposed Legislation

Annapolis, MD--In the historic 2008 presidential election, Maryland ranked 12th among states in voter participation by eligible residents. Voter participation in Maryland could significantly increase if the state passes Same Day Registration (SDR) into law, according to a new report published today by Demos and released in collaboration with ACLU of Maryland.

Same Day Registration significantly improves voter participation in states where it is law, and today the Senate Education, Health, and Environmental Affairs Committee of the Maryland General Assembly, is holding a hearing on a new SDR bill, Senate Bill 417.

Same Day Voter Registration Among Key Reforms in DC Election Reform Bill

Washington, DC--As Americans went to the polls this week to vote in critical state and local elections, the Council of the District of Columbia displayed national leadership on election reform and voting rights by passing sweeping election reform legislation.

The Omnibus Election Reform Act contains many crucial voter-friendly reforms: It will allow people to register and vote on Election Day, and to register to vote at the DC Department of Corrections and the Department of Youth Rehabilitation Services. It also calls on the District to study the feasibility of automatic registration of all eligible voters--the gold standard of voter registration modernization. These and other provisions of the new law can help boost voter turnout in the District, which placed among the 15 states with the lowest voting rates in the 2008 presidential election.

Federal Proposal Would Increase Voter Participation Nationwide

New York, NY--This week, Senator Russ Feingold (D-Wisconsin) and Representative Keith Ellison (D-Minnesota), introduced legislation in the Senate and House of Representatives that would allow for Same Day Registration (SDR) in all federal elections. With SDR, individuals who missed their states' voter registration deadline can register to vote on Election Day or the period leading up to it, and then cast a valid ballot. Nine states currently offer Same Day Registration. The bill is also cosponsored in the Senate by Senators Amy Klobuchar (D-MN) Jon Tester (D-MT), Tom Harkin (D-IA), and John Kerry (D-MA). Columbus, OH--Demos and other voting rights advocates filed a brief in the Ohio Supreme Court today urging the court to uphold Ohio.s procedures allowing a period of Same-Day Registration (SDR) for the upcoming November 2008 election. Under provisions that have been in place since 2006, eligible Ohio voters can register and cast an absentee ballot on the same day if they appear in person at their local board of elections from September 30th through October 6th, after which registration closes. New York, NY--Today, Miles Rapoport, President of Demos, issued the following statement in response to a new report on the 2004 general election, published this week by the Special Investigations Unit of the Milwaukee Police Department, and its attacks on Wisconsin's 33-year old Election Day Registration law. The report was released without the endorsement of the U.S. Attorney's Office, the FBI, the Milwaukee mayor, the Milwaukee County District Attorney, or the Milwaukee Chief of Police--members of a task force formed to investigate voting irregularities in Milwaukee in 2004. An editorial in today's Milwaukee Journal Sentinel took exception with the report's call for repeal of Election Day Registration and a strict new voter ID requirement.

Voting Advocates Call on NJ to Improve Access to the Ballot Box

NEWARK, NJ--In an effort to increase voter participation in the Garden State, the American Civil Liberties Union of New Jersey and other high-profile voter rights' advocates, during a public forum today, will urge New Jersey to reform state election law to allow residents in future elections to register to vote up to and including Election Day. This proposal, if adopted, would replacing the current system under which anyone who registers less than 21 days before an election is barred from voting until the following election. Six of the seven states that allow Election Day registration have the nation's highest voter turnout rates.

Failure to Enact Election Day Registration is Loss for Voters

New York, NY-Propositions to enact Election Day Registration (EDR) in California and Colorado were defeated yesterday, preventing citizens from gaining the ability to register and vote on Election Day. The promise of EDR is that every citizen, including significant portions of the population that have traditionally been marginalized, have the opportunity to participate in the democratic process. If the propositions had been approved, it was expected that California and Colorado would have joined the nations six other states that have EDR in boasting higher voter turnout and registration rates than the national average.
